Scouting Report: Kwan leads things off in Oregon State’s potent lineup and has proven to be an on-base machine. He is a nightmare for opposing pitchers and is one of the toughest players to strike out in Division I baseball. After striking out around seven percent of the time through his first two seasons with the Beavers, Kwan has cut that rate to 4.8 percent in 2018, striking out just 12 times through his first 199 at-bats. His walk rate has done the exact opposite, shooting from under three percent during his freshman season to over 17 percent through his first 49 games this spring—even more impressive when considering Kwan’s poor power. A rangy center fielder, Kwan has a slap-hitting approach, spraying the ball to all fields and getting on base with above-average speed. While there are questions regarding how his approach will pan out in pro ball, Kwan has hit well over .300 in each of his last two seasons at Oregon State and has a strong track record of hitting in wood-bat leagues. He hit .304/.381/.342 in 26 games in the Cape Cod League last summer. Because of his ability to play above-average defense in center field and his speed, Kwan projects as a fourth outfielder whose bat might be too light to ever make him a regular.

At pick #133 in the 4th round, the Cleveland Indians have selected left-handed pitcher Adam Scott out of Wofford College.

Born: 10/10/95 — Height: 6' 4'' — Weight: 220 — Bats: Left — Throws: Left

Jeff Ellis: Scott is a high priority senior which means he won’t he a cheap sign and should likely get near or around six figures with this pick. He put up awesome numbers this year for Wofford with a Walk rate of 1.57, a lot walk rate has become a a requirement for any Indians pick. His strikeout rate was 11.93. Now for the concerns he gave up a lot home runs for a player who seemed to out class most of the talent he was facing. During his time in the Cape he still rarely walked anyone but his strikeout rate was nearly half of what he did during the season. He faced much better competition and he did not do as well. He is a left with high level performance against weaker competition, I am not shocked by this pick. He might profile best as a reliever going forward so with his age, turns 23 in October, he could be a fast mover.

Press Release: Went 8-5 with a 3.14 ERA (36 ER/103.1 IP) in his senior season for the Wofford Terriers...struck out 137 batters (8th among Division I pitchers) against just 18 walks...was named Southern Conference Pitcher of the Month for April 2018...concluded his collegiate career as the active Division I leader in strikeouts (389) & innings pitched (364.2).

At pick #103 in the 3rd round, the Cleveland Indians have selected shortstop Richard Palacios out of Towson University (Md.)

Born: 5/16/97 — Height: 5' 11'' — Weight: 180 — Bats: Left — Throws: Right

Jeff Ellis: Palacios walked over 20 percent of the time he came up to bat while striking out just over six percent. If you are curious, he had 52 walks to just 16 strikeouts. Over the last two years combined, he has 43 steals and has been caught just three times. If you are worried that he is just doing this against lesser competition, he had a solid Cape this past year, showing that he can play against higher level talent. He is more than just a numbers guy, as he comes from a prolific baseball family with his father, uncle, and brother all playing minor league ball at points. On top of all of that, he is also young for his class, having just turned 21 in the middle of May. There are concerns with his arm, but his speed and on base skills make him a potential starter at second, for me, though others think he might end up in the outfield. Youth plus bloodlines plus up the middle plus two plus skills is a top two round talent for me.

At pick #29 in the 1st round, the Cleveland Indians have selected catcher Noah Naylor out of St. Joan of Arc Catholic HS (Ontario).

Born: 2/21/00 — Height: 6'0" — Weight: 195 — Bats: Left — Throws: Right

Jeff Ellis: Noah is very athletic, with his best tools being his power potential and his arm. He runs well, has sub 1.8 pop times, and shows a potential plus-plus arm. It is a profile of a potential above-average defender with a plus bat at the catcher position. The ceiling is similar to what we have seen with Joey Bart, though with a lot more risk with the prep catcher.

Press Release: Naylor, 18, is a standout high school catcher at St. Joan of Arc Catholic High School in Mississauga, Ontario, Canada. The left-handed hitter appeared in seven games with the Ontario Blue Jays this spring (8-for-26, .421, 2 2B, HR, 6 RBI), the elite 18U travel team in Ontario, Canada. He also toured Florida as a member of the Canadian Junior National Team during spring training, including games and at-bats against the Major League staffs of the Boston Red Sox and Toronto Blue Jays. He participated in the 2017 High School Home Run Derby during the All-Star Game festivities at Marlins Park last Julu and his older brother, Josh, was the first round pick of the Miami Marlins in 2015 and currently is a top prospect in the San Diego Padres system. Noah is committed to play at the collegiate level at Texas A&M.

At pick #35 in the 1st round compensation, the Cleveland Indians have selected right-handed pitcher Ethan Hankins out of Forsyth Central HS (Georgia).

Born: 5/23/00 — Height: 6'6" — Weight: 200 — Bats: Right — Throws: Right

Jeff Ellis: Hankins is one spot lower than Rodriguez because he has already had injury issues this year that have kept him off the mound. The pitcher we saw over the summer was a top 5 pick, but the issue right now is that he has not been anywhere near that player since then. He is also going to be a pricey sign, so one has to have the right mix of pool money to pull it off.

Press Release: Hankins, 18, recently completed his senior season at Forsyth Central High School in Cumming, Georgia. The 6-foot-6, 215-pound right-hander appeared in both the 2017 Rawlings-Perfect Game All-American Classic at Petco Park and the 2017 Under Armour All-America Game at Wrigley Field. Hankins helped the USA Baseball 18U squad to a gold medal in the World Cup last fall, going 1-0 with a 0.75 ERA and 27 strikeouts across 12.0 innings (3 H, 1 R/ER, 0 HR, 3 BB). During that tournament, he fanned 14 batters over 6.0 innings in a 2-0 win over Korea. Hankins has verbally committed to Vanderbilt University.

At pick #41 in the Competetive Balance Round A, the Cleveland Indians have selected right-handed pitcher Lenny Torres out of Beacon HS (New York).

Born: 10/15/00 — Height: 6'1" — Weight: 190 — Bats: Right — Throws: Right

Jeff Ellis: Torres is all about ceiling; right now, he is one of the most athletic pitchers in the class and throws a fastball in the high 90s. He will not turn 18 until October, which when you combine with everything else, gives him likely the biggest separation between floor and ceiling in this class. There is a high likelihood with his build that he will end up a pen arm, but he could end up one of the elite relievers in the game. He could also end up a front line starter, or he could fail to reach Double-A.

Press Release: Torres, 17, posted a 0.68 ERA (3 ER/ 41.0 IP) for the Beacon (NY) High School Bulldogs this spring, striking out 85 hitters during his senior campaign in the Lower Hudson Valley. The 6-2, 185 pound right-hander posted strong showings last summer at Perfect Game National, the Tournament of Stars and by pitching in the Perfect Game All-American Classic Game. He is committed to play collegiately at St. John's University in New York City.

At pick #67 in the 2nd round, the Cleveland Indians have selected right-handed pitcher Nick Sandlin out of Southern Mississippi.

Jeff Ellis: Sandlin has some of the sickest numbers in the country this year. He had a strikeout rate over 12.5 with a walk rate under 1.5. He had a hit rate under five this year as well. He dominated Conference USA after being a reliever for his previous two years where he was also unhittable. He excelled out of the pen in the Cape last summer and that is likely where he will end up. He is in the low 90s from a sidearm slot, and could be a player who is fast-tracked to the majors. I think he has the potential to help the Indians out of the pen this year. He could be underslot here, as he seemed like a day three pick.

Press Release: Sandlin, 21, recently concluded his junior season at the University of Southern Mississippi, posting a 10-0 record with a 1.06 ERA in 15 starts for the Golden Eagles. He struck out 144 batters in 102.1 innings pitched against just 18 walks, leading all Division I pitchers in WHIP (0.71). The 2018 First Team All-American (per Baseball America) was also named the 2018 recipient of the C. Spire Ferriss Trophy, which honors the top collegiate baseball player in the state of Mississippi. He worked out of the bullpen in his first two seasons at Southern Mississippi, earning 2017 First-Team All-American honors from Rawlings-Perfect Game.

Scouting Report: Scott figures to be a solid top-10 round senior sign thanks to a very loud spring with Wofford during his fourth year in the Southern Conference. After striking out 108 batters in 2017 with a 10.4 K/9, Scott has gone to another level this spring with 137 strikeouts in 103 innings of work—good for an 11.9 K/9. A big, 6-foot-4, 220-pound lefthander, Scott throws a fastball that averages around 90 mph, in the 88-92 mph range. His secondaries are solid though none of the pitches project as above-average. His loudest game of the season came on April 27 vs. UNC-Greensboro when Scott went nine innings and struck out 17 batters on 124 pitches.

Jeff Ellis: Delgado has not had the best spring and that has caused him to go from a bubble first rounder to more of a second or third round talent. I do not think he lasts past the third because his bat speed and exit velocities from an up the middle infielder might be the best in this class. He also runs well and recently turned 18. If Delgado had a strong spring, I think he would be a first-round lock, but as a second or even third round pick, Delgado has a chance to be a steal.

Jeff Ellis: Steve Kwan has a lot of things in common with Richard Palacios. He has a very high walk rate with a very low strikeout rate and was the table setter for Oregon State this year. He has some speed, and should profile in centerfield. He has a limited offensive profile and profiles more than likely as a fourth outfielder. There is almost no power here at all, but the Indians are sticking very closer to type. Swan is from a cold weather school, left handed, young for his class, low strikeout, high walk, small, and up the middle talent. I could see this being an under slot choice, just as the ceiling is so limited for a 5’8” outfielder.

Scouting Report: A switch-hitting shortstop committed to Florida International, Delgado intrigues scouts thanks to his impressive bat, power from both sides and more feel to hit from either side than many young switch-hitters show at the same age. He’s already pretty physical, which allows him to hit for power in-game, and he’s shown that pop at big events like USA Baseball’s National High School Invitational in March. Defensively, he has smooth actions and impressive footwork that should give him a chance to stick at shortstop, but there are many scouts who believe his below-average speed will move him to another position, with third or second base being the most likely. He has the arm strength to handle third and his hands and footwork should be enough for second base as well. A team drafting him will be taking the bat though, with future plus power from both sides.
