NBA commissioner Adam Silver announced the penalties at a press conference on Tuesday

The Cleveland Cavaliers earned the No. 1 overall pick at the NBA draft lottery for the second straight season and third time in four years.
The Milwaukee Bucks had a 25 percent chance of landing the No. 1 pick, the best odds in the lottery, but had to settle for the No. 2 pick.
Since the lottery moved to its present format in 1994, the team with (or tied for) the best odds has won three of the 20 lotteries.
The Philadelphia 76ers got the third pick.
This is the fourth straight year the Cavs have a lottery pick. Four of their last six first round picks have been in the top 4.
The Cavaliers entered Tuesday night with just a 1.7 percent chance of landing the top overall pick but look to pair their 2014 pick with former No. 1 overall selections Kyrie Irving (2011) and Anthony Bennett (2013).
The 2014 draft will take place Thursday, June 26, and be aired on ESPN.

ESPN Mock Draft:
1. CLEVELAND
This pick has shifted numerous times in the Mock. On Wednesday, Jeff Goodman and I reported that the Cavs front office is leaning strongly toward Jabari Parker and owner Dan Gilbert was blown away with the Wiggins workout in Cleveland and was leaning in that direction. Gilbert has denied there is a rift between him and his front office, and the signals, frankly, are pointing in both directions.
The question, however, is whether they keep the pick. Multiple teams, including the Sixers, Magic, Jazz and Celtics, are trying to get up to No. 1. The Magic traded Aaron Afflalo to the Nuggets on Thursday morning, effectively ending their bid for the No. 1 pick. The Sixers, who sweetened their offer Thursday, might have the best offer now.
If the offer gets good enough, look for the Cavs to take it, move down a few spots, take Joel Embiid and walk away with several other assets as they make their move to lure LeBron James back to Cleveland this summer.

You guys aren't big into the NBA draft I guess. Me neither. I don't know who these guys are until they start playing in the pros.

Civ, I think everyone has decided to use the Cavaliers folder in the Browns forum to talk Cavs basketball. It has been very busy recently. Busier than Indians and Browns discussion put together. Go give it a read and post your thoughts there!

Not a football fan, so I don't ever hang around the Browns forum. If I need some Cavs info so I can talk knowledgeably with my son, I'll check there. But I'm OK using him as my sole source for basketball expertise. He sounds very happy with Wiggens so I am too.

Eh, that's not good. You only get one side of the story. You are missing the downside of the pick.
And most importantly, you are missing pictures of Andrew Wiggins' girlfriend.
