the guys who sign late in the winter are generally the major leaguers who've been released or the AAAA kind of guys who move from team to team every winter. Then are the kids who've spent at least 6 seasons in pro ball and have never reached the majors; they're all officially free agents and have virtually no leverage.
That said, I'm surprised Oscar would take a minor league deal right away rather than hoping some team offers him a major league spot.
And also don't understand why the Indians would sign him now rather than see what happens after Rule 5 draft; they can still lose him in the draft

This market, because of the Dec. 1 "deadline" of the imminent shutdown, will not be the usual one at all.

There's a good chance of a lot of activity in November with guys wanting to find teams. This is because the shutdown could last until February at the least. Then guys will be scrambling with limited time to find teams.

they worked out their deal with the Roller Derby guys but they haven't yet acquired Guardians.com

The Cleveland Major League Baseball franchise's first day as the Guardians started off with a bang, although not a good one.

A sign installed outside the Cleveland Guardians' team store fell from its mount, crashing onto the sidewalk below. The crash occurred around 40 minutes after the store opened.

A worker was seen checking the bolts on the sign when it snapped from a section of the store's exterior, according to KSAT.

The 27-year-old has been dealing with vertigo symptoms over the past year and has not played in a game since June 20. Earlier in November, Yankees general manager Brian Cashman told reporters that Frazier has resumed baseball activities and was no longer suffering from dizziness or vision issues. The 2013 first-round pick is highly likely to be claimed by another organization that is willing to take a shot on the former top prospect.
