And as a result..
Athletics designated OF Ka'ai Tom for assignment.
The Rule 5 pick will be up for grabs to other teams but must be offered back to the Indians if he clears waivers. Tom has just one hit in 16 at-bats this season.

clearly not ready for the majors and since he never made a top 30 even after a stellar 2019 he probably never will.
I thought they had to offer him to us first, not put on waivers, but I'm wrong.

I wish there were some site posting reports from the alternate site, the minor league camp and the unofficial AAA games. I haven't even found stuff at Baseball America. Where did this come from?

#Indians 28yr old RHP Juan Mateo on the mound in MiLB spring training. Mateo has no professional experience. He signed as a MiLB FA 3/06/20. Last pitched for Tennessee Wesleyan University during the 2019 season. He sits 95-98 mph & has hit triple digits.

OF, PITTSBURGH PIRATES
Pirates placed OF Ka'ai Tom on the 10-day injured list.
Tom was scooped up off waivers after being designated for assignment by the blistering-hot Athletics earlier this week. The Pirates didn't specify the reason for the move, so it's unclear exactly how long he'll be sidelined, but he figures to get an extended opportunity at the major-league level for the rebuilding franchise at some point in the near future.

So yes apparently a Rule 5 FIRST gets exposed to waivers THEN has to be offered back to the original team IF he clears.

Step 1: drafted by Oakland
Step 2: release by Oakland
Step 3: signed by Pittsburgh
Step 4: placed on the "imaginary injury list" by Pittsburgh
Step 5: what's the maximum time limit to remain on the ILL?
Step 6: at some point when a couple Pirates OF are actually hurt, he's added to the active roster
Step 7: when an injured player recovers Tom is determined to have aggravated his preexisting imaginary injury
Step 8: when the minors are in session again, he periodically is sent down for the maximum rehab period permitted
Step 9: back on the ILL
Steps 10 etc: repeat steps 7 8 and 9 until roster increase [although only by a couple spots this year] in September
Step 11: optioned to AAA in April 2022
