Basically because teams do not develop power. Players are born with it or grow into it.

Good hard work by player. Teams do not develop power unless you have Charlie Manuel handing out steroids to Manny Ramirez, Jim Thome, Sandy Alomar and every other player on the teams he coached or managed.
